　　一、项目简介

　　国家自然科学基金委员会（以下简称自然科学基金委）2024年继续实施国家自然科学基金优秀青年科学基金项目（海外），称作“海外优青”。自2021年设立以来，希望吸引和鼓励在自然科学、工程技术等方面已取得较好成绩的海外优秀青年学者回国或外籍人才来华工作，自主选择研究方向开展创新性研究，促进青年科学技术人才的快速成长，培养一批有望进入世界科技前沿的优秀学术骨干，为科技强国建设贡献力量。

　　本年度项目申报截止日期：2025-08-04

　　Program Introduction

　　The National Natural Science Foundation of China (hereinafter referred to as the NSFC) will continue to implement the National Natural Science Foundation Excellent Young Scientists Fund Program (Overseas) in 2024, referred to as "Overseas Outstanding Youth".

　　Since its establishment in 2021, it aims to attract and encourage outstanding young scholars from overseas who have achieved good results in natural sciences, engineering, and other fields to return to China or foreign talents to work in China. They autonomously choose research directions to conduct innovative research, promote the rapid growth of young scientific and technological talents, cultivate a group of outstanding academic backbones expected to enter the forefront of world science and technology, and contribute to the construction of a technologically strong country.

　　The deadline for project applications this year is April 15, 2024.

　　二、学校简介

　　天津大学是工科优势明显，理工结合，经、管、文、法、医、教育、艺术等多学科协调发展的综合性大学，拥有全球影响力的科研中心。天津大学前身为北洋大学，是中国第一所现代大学，设有卫津路校区、北洋园校区、滨海工业研究院校区、福州国际校区和佐治亚理工深圳学院。作为全国新工科建设工作组组长单位，提出新工科“天大行动”，在全国率先发布新工科建设“天大方案”并迭代更新，牵头建设“新工科教育国际联盟”“全国新工科教育创新中心”，助力国家科技建设，获批建设一系列国家重大科技基础设施。

　　University Introduction

　　Tianjin University is a comprehensive university with a strong emphasis on engineering, combined with science, commerce, management, literature, law, medicine, education, art and other multi-disciplinary coordinated development and owns globally influential research centers. Tianjin University, formerly known as Peiyang University, is China's first modern university, with Weijin Road Campus, Peiyang Park Campus, Binhai Industrial Research Institute Campus, Fuzhou International Campus, and Georgia Tech Shenzhen College. As the leader of the National New Engineering Construction Workgroup, it has proposed the new engineering "Tianjin Action", released the new engineering construction "Tianjin Scheme" for the first time in the country and iteratively updated it, leading the construction of the "New Engineering Education International Alliance" and the "National New Engineering Education Innovation Center", assisting in the national scientific and technological construction, and approved the construction of a series of major national scientific and technological infrastructure.

　　三、申报条件

1. 优秀青年科学基金项目（海外）的申请人应当具备以下条件：

　　（1）遵守中华人民共和国法律法规，具有良好的科学道德，自觉践行新时代科学家精神；

　　（2）出生日期在2025-08-04（含）以后；

　　（3）具有博士学位；

　　（4）研究方向主要为自然科学、工程技术等；

　　（5）在取得博士学位后至2025-08-04前，一般应在海外高校、科研机构、企业研发机构获得正式教学或者科研职位，且具有连续36个月以上工作经历；在海外取得博士学位且业绩特别突出的，可适当放宽工作年限要求；

　　（6）取得同行专家认可的科研或技术等成果，且具有成为该领域学术带头人或杰出人才的发展潜力；

　　（7）申请人尚未全职回国（来华）工作，或者2025-08-04以后回国（来华）工作。获资助通知后须辞去海外工作并全职回国（来华）工作不少于3年。

　　2. 限项要求

　　执行国家科技人才计划统筹衔接的相关要求。同层次国家科技人才计划只能承担一项，不能逆层次申请。

　　Application Criteria

　　1. Applicants for the Excellent Young Scientists Fund Program (Overseas) should meet the following criteria：

1. Comply with the laws and regulations of the People's Republic of China, possess good scientific ethics, and conscientiously embody the spirit of scientists in the new era.
2. Born on or after January 1st , 1984.
3. Hold a doctoral degree.
4. The main research focus shall cover natural sciences, engineering, and related fields.
5. Between obtaining a doctoral degree and before April 15, 2024, the applicant is generally expected to have held a formal teaching or research position at an overseas university, research institution, or corporate R&D institution, with a continuous work experience of at least 36 months. For those who have obtained a doctoral degree overseas with outstanding achievements, the work experience requirement may be appropriately relaxed.
6. Have acquired research or technical achievements recognized by peers, and possess the potential to become an academic leader or outstanding talent in the field.
7. Applicants who have not yet returned to work in China full-time or who returned to work in China on or after January 1, 2023, must resign from their overseas positions or have no employment overseas upon receiving the funding notification. After receiving the funding notification, the recipient must resign from overseas work and return to China to work full-time for at least 3 years.

1. Restrictive Requirements

　　Adhere to the requirements of central authorities regarding the coordinated integration of national science and technology talent plans. Individuals at the same level of the national science and technology talent plan can only undertake one project and are not allowed to apply for projects at a lower level.

　　四、无忧入职

　　1.?聘任岗位：给予事业编制正高教职；

　　2.?薪酬待遇：税前年收入约69万元（不包括单位缴纳的8万元左右保险），另可叠加科研绩效（纵向科研经费项目组间接费用用于绩效支出）；享受特有的天津市税收优惠政策和专项补贴。

　　3.?科研经费：200-600万元（在国家资助部分基础上学校给予1:1经费配套支持)；

　　4.?安家费：200万元（含国家及天津市资助部分）；

　　5.?团队支持：首聘期内每年提供1个博士生指标和3个硕士生指标，由学校支持招收1名助手；

　　6.?子女教育：学校建有优质的附属幼儿园、小学及中学；

　　7.?住房医疗：学校在北洋园校区和卫津路校区均为引进人才提供一定数量的周转住房，附近生活交通配套齐全，北洋园校区地铁直达；同时，周边拥有天津大学泰达医院、泰达国际心血管病医院、津南医院、新城医院、爱尔眼科医院、天津医院、海河医院、儿童医院、胸科医院等天津直附属医院及医学中心，致力于为教职工提供便利的生活条件；

　　8. 天津优质教育资源丰富，教育优势凸显，是全国四个高考自主命题城市之一。天津初中升高中录取率、本科录取率、985高校录取率均在全国各省份中遥遥领先，被誉为考大学“最容易”的地方；

　　9. 其他政策：协助解决配偶工作。

　　Worry-free Onboarding

1. Appointment Position: Senior position is offered on the public institution system of contractual employment.
2. Compensation Package: An annual pre-tax income of approximately 690,000 RMB (excluding around 80,000 RMB in insurance contributions from the institution), with additional research performance bonuses (indirect expenses from vertically funded research projects allocated for performance expenditures). Enjoy exclusive tax incentives and special subsidies provided by Tianjin Municipality.
3. Research Funding: 2-6 million RMB (on the basis of national funding, the university provides a 1:1 matching fund support).
4. Settlement Allowance: 2 million RMB (including subsidies from both national and Tianjin authorities).
5. Team Support: During the initial contract period, one Ph.D. quota and three master's quotas are provided annually, with the support of the university to recruit one assistant.
6. Children's Education: The university has high-quality affiliated kindergartens, primary school, and secondary school.
7. Housing and Healthcare: The university would provide a certain number of transitional housing units for incoming talents at both the Peiyangyuan campus and Weijin Road campus. These campuses are well-equipped with surrounding facilities, with direct subway access at Peiyangyuan campus. Additionally, there are Tianjin's directly affiliated hospitals and medical centers nearby, including Tianjin University TEDA Hospital, Taida International Cardiovascular Disease Hospital, Jinnan Hospital, Xincheng Hospital, Aier Eye Hospital, Tianjin Hospital, Haihe Hospital, Children's Hospital, Chest Hospital, etc., dedicated to providing convenient living conditions for faculty.

　　8. Rich Educational Resources in Tianjin: Tianjin boasts abundant high-quality educational resources and is one of the four cities in China with independently designed college entrance exams. The acceptance rates for junior high school to high school, undergraduate admissions, and admissions to 985 universities are leading among provinces nationwide, earning the reputation as one of the "easiest places" for pursuing higher education.

　　The latest 2023 China Subject Ranking results released by Times Higher Education (THE) on March 29th reveal that among all mainland Chinese universities, Tianjin University has a total of 58 selected disciplines, gaining the second in the rankings.

　　QS也在同期发布了第13次世界大学学科排名，天大表现依旧亮眼，共14个学科上榜，其中建筑与建造环境位列全球第30名。

　　During the same period, QS also released its 13th World University Subject Rankings. Tianjin University continues to shine with a total of 14 disciplines making the list, among which Architecture and Built Environment ranked 30th globally.

　　Furthermore, the university has consistently adhered to the development philosophy of "strengthening engineering, emphasizing sciences, revitalizing humanities, and promoting medical sciences", all of which have directed to the establishment of a comprehensive disciplinary layout where engineering holds a prominent advantage, and the integration of science and engineering is balanced. 　　The continuous improvement of the level of disciplinary construction at Tianjin University is inseparable from the guaranteed support of national research funding. In 2022, Tianjin University received a total of over 4.2 billion RMB in actual science and technology funding, setting a new record compared to previous years. The university secured approval for 25 projects under the National Key Research and Development Program, 379 projects under the National Natural Science Foundation, and 4 major and key projects funded by the National Social Science Fund. This substantial financial support has propelled the university's research towards higher-quality development. From 2015 to 2020, Tianjin University has won a total of 26 national awards.

　　In October 2019, a major construction was officially initiated on a large-scale seismic engineering simulation research facility for a National Major Scientific and Technological Infrastructure.

　　The university has been approved to construct the Frontiers Science Center in Synthetic Biology, one of the first seven frontier science centers approved by the Ministry of Education in October 2019.
